 Services unpaid by the state budget
 

Exclusion list of SERVICES UNPAID BY THE STATE BUDGET

 

(According Regulations No 1046, ‘Health care organization and financing procedure’’ the Cabinet of Ministers of the Republic of Latvia, December, 19, 2006)

                                                

1.Health care services, if patient hasn’t an appointment from family doctor or specialist, who hasn’t a privity of contract with the Agency (excluding, emergency medical assistance in the above-mentioned cases);

2.    Orthodontic treatment (excluding, consultation for children up to 18 occurring for the first time and in cases of inherited facial-jaws schismas for persons up to 22), for usage of silants, dentistry assistance for persons older than 18, as well as dental plates and denturing ( in accordance with the item No 14 of the Law on social protection  of participants eliminated Chernobyl atomic power plant crash effects and persons suffered from Chernobyl atomic power plant crash the dentistry assistance expenses for these persons are to be covered in the volume of 50%, but expenses for denturing with removable plastic dentures – in full volume);

3.    Ambulatory injected injections in skin, subcutaneous tissue, intramuscular and intravenous (excluding cases, if emergency medical assistance is rendered and medical assistance for oncological patients, diabetics, patients suffering from mental disorders, children up to 18, tuberculosis patients, expectant mothers and women in maternity period up to 42 days, haemophilia patients and pernicious anaemia patients);

4.    Preventive medical activities occurring for the first time, necessary to take on a job, as well as compulsory health examinations, if the factors of working environment are changing;

5.    Current medical examinations, required due to working conditions and working particularity;

6.    Legal abortions in accordance with the legislation and resolutions on managerial procedure for abortion;

7.    Maintenance of the bank of sperm donors, artificial insemination, in vitro fertilization;

8.    The same or informative equivalent examinations in hospital, repeatedly carried out within a month starting from the day, when examination by appointment of the family doctor has been carried out (excluding cases, if patient has received the emergency medical assistance);

9.    Sexological treatment;

10.  Ensuring of medical assistance in public events;

11.  Cosmetology services and sensuous/plastic surgery operations;

12.  Homeopathic treatment;

13.  Prescription and procurement of optic goods for correction of acuity of vision;

14.  Procurement of hearing-aids (excluding, cohlear implants for children);

15. Psychotherapeutical assistance (excluding, assistance in psychiatric profile departments or specialised hospitals);

16. Vaccination (excluding, vaccinations fixed by the State immunization program);

17. Preventive and other medical examinations (excluding, preventive examinations mentioned in the Attachment No 5 of the Regulations on Health care organization and financing procedure”;

18.  Determination of influence of alcohol, drug, psychotropic or toxic substances (excluding cases, if it’s necessary to provide medical process);

19.  In-patient treatment of patients, whose illness or trauma can be treated ambulatory;

20.  Health care services provided by specialists and in-patient institutions, if patient refuses from waiting on planned type health care service in writing and make payments for a definite health care service by himself or the third person;

21.  Treatment using unconventional medicine methods;

22.  Transplantation of organs and texture (excluding, blood and its preparations, kidneys, autologous cells, bones and connective tissue, fascia, skin, tendons, cartilaginous-tissue, heart valves and corneas);

23.  Home visit of specialists (excluding, home visits of psychiatrist to psychiatric patients according to the choice of psychiatrist);

24.  Home visit of family doctor, excluding visits to:

24.1.  children up to 18;

24.2.  invalids of the first group;

24.3.  persons older than 80;

25.  Laboratory examinations performed in ambulatory way (excluding examinations determined in the Attachment No 6 of the Regulations on Health care organization and financing procedure);

26.  Consultations, clinical and para-clinical diagnostical examinations, which in accordance with the appointment of medicolegal expert are carried out to persons suffered from illegitimate offences. The payment for above mentioned health care services is carried out by the requestor for medicolegal expertise;

27.  Medical rehabilitation in day and night hospitals, excluding:

27.1.  Patients, who have been sent for receiving of medical rehabilitation services directly from regional or local multi-profile in-patient institutions or specialised centres (hospitals) and are stationed for rehabilitation within six months after check-out from above-mentioned health care institutions;

27.2.  patients with inherited and obtained organic impairment after-effects of nervous system with paralysis;

27.3.  out-patient dynamic observation in accordance with the Attachment No 7 of the Regulations on Health care organization and financing procedure;

27.4.  participants eliminated Chernobyl atomic power plant crash effects and persons suffered from Chernobyl atomic power plant crash in accordance with the Law on social protection of participants eliminated Chernobyl atomic power plant crash effects and persons suffered from Chernobyl atomic power plant crash.

28. Surgical operations in hospitals (excluding, regional and local emergency medical care hospitals, specialised centres and specialised hospitals, out-patient departments of in-patient medical institutions and day time stationaries);

29.  Short-term social care of patients in medical institutions (basic diagnosis in accordance with International statistical diseases and health problems classification codes (ICD-10): Z59 – problems concerning residence and economical conditions; Z60 – problems concerning social environment);

30.  Health care services provided by health care institutions or medical persons, who haven’t a privity of contract  with the Agency;

31.  Treatment in sanatoriums and health resorts;

32. Out-patient physical medical manipulations (excluding, manipulations determined by the Attachment No 8 of the Regulations on Health care organization and financing procedure).
